The Resident Portal allows current current Housing Choice Voucher participants to check their rental payment ledgers, find Housing Specialist contact information, request an Interim Re-certification and to complete Annual Re-certifications. The Housing Choice Voucher Program (Section 8) is the federal government’s major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.

The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.

Housing choice vouchers are administered locally by Spartanburg Housing. Spartanburg Housing receives federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.

A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family’s choice where the owner agrees to rent under the program. This unit may include the family’s present residence. Rental units must meet minimum standards of health and safety, as determined by the PHA.

A housing subsidy is paid to the landlord directly by Spartanburg Housing on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

Spartanburg Housing currently has an allocation of 2,143 vouchers and 367 RAD units

HOME Tenant Based Rental Assistance

Spartanburg Housing administers a HOME Tenant Based Rental Assistance (TBRA) program through grant funds from Spartanburg County Community Development. These programs are to assist Veterans and Working Families. The primary objective of the Tenant Based Rental Assistance (HOME) program is to assist the participants to secure decent, safe and sanitary housing in the private rental market in unincorporated Spartanburg County. This program allows individuals/families to choose a neighborhood located in unincorporated Spartanburg County in which they prefer to live and helps to upgrade and maintain the quality of life in their neighborhood of choice. Subsidized units must meet minimal program requirements. There is a self-sufficiency program, offering assistance not exceed a period of 24 months.
